On Tuesday, December 8, 2015, Communities United for Police Reform leaders testified before the New York State Assembly on the use of body worn cameras by law enforcement
Written and oral comments stressed several core principles that must be incorporated and prioritized in the development, implementation and evaluation of any body worn camera program. These include:
- The primary function of body worn cameras should be to reduce discriminatory and abusive policing.
- Communities who are directly impacted by discriminatory and abusive policing must have meaningful & structured input in the development, implementation & evaluation of any body worn camera program.
- Any body worn camera program must be developed and implemented with maximum transparency & accountability to the public, while balancing the right of privacy of members of the public.
- Surveillance of members of the public SHOULD NOT be an objective or by product of any department's body worn camera program.
